NOTICE IS HEREBY GIVEN PURSUANT TO SECTION 87(2) OF THE LOCAL GOVERNMENT ACT 1972 THAT

A vacancy has arisen in the Office of Councillor for the Horley West Ward of the Town Council of Horley. 

An election to fill the vacancy will be held within sixty days if notice in writing of a request for such an election is made by TEN local government electors for the Horley West town council ward and received by the Returning Officer, Reigate & Banstead Borough Council, Town Hall, Castlefield Road, Reigate RH2 0SH not later than 11 February 2026.

If a request for an election is not received by the above deadline the Town Council will co-opt a person to fill the vacancy as soon as practicable.

Community Infrastructure Levy & Grants Survey

We want to hear your views on how we spend monies we receive from these sources along with upcoming plans we have for Community Assets transfers. Closing date 20th February.
£3.9 million investment for Horley park improvements by Reigate and Banstead Borough Council 
Reigate & Banstead Borough Council have allocated £3.9 million to build a new Town Park at Tanyard Meadows in north east Horley to enhance sport and play provision in the town and meet the needs of the growing population. The project will be funded entirely from developer contributions.

It will deliver a range of facilities that could include a new sports pavilion with toilets and changing rooms, play equipment for a range of ages and abilities, sports pitches, an outdoor gym or trim trail, multi-use games area, ball court, youth facilities and walking and cycling routes.

The design will also enhance the Burstow Stream environment, balancing recreation, tranquillity and nature conservation. We will engage with the community and local organisations as our plans develop, so that the final scheme meets community needs.
Route 4 Airspace Consultation Change

Route 4 is used by aircraft taking off west from the Main Runway, which then turns 180 degrees to head east. These aircraft fly near South Holmwood, Leigh, Redhill and Reigate before continuing to their destinations. The video explains the four options that are being consulted on.
Winter Windows competition - bringing light and art to Westvale Park
Westvale residents were invited to take part in the first Winter Windows competition - a celebration of creativity, community spirit and festive flair. 

The winners have now been notified, with first place awarded to Shonee Thomas
Cinderella Menzes took the second spot and third was awarded to Candice Viljoen.  

Thanks to Cllr Lynnette Easterbrook, mayor of Horley Town Council for helping to judge the windows. We loved the originality, creativity and effort residents undertook with their windows.

Surrey is in joint 2nd place for recycling

Almost no waste is sent to landfill

New data shows that Surrey is a national leader for waste 

A new report published by the Surrey Environment Partnership shows that Surrey is one the best performing counties in the country when it comes to waste. Councils publish figures that show how much waste is recycled, how much is sent to landfill and how much is produced per household.

Surrey recycles 54.5% of its waste, which puts the county in joint 2nd place out of 29 similar authorities in England. The national recycling rate is 42.3%. Find out more about what happens to your recycling. 

Only 0.2% of Surrey’s waste is sent to landfill, which usually only happens because the waste contains hazardous substances that can’t be treated in any other way. That puts Surrey in 6th place in England. The average national rate is 5.5%.

The county also does well when it comes to how much we throw away. Households in Surrey throw away an average of 444.8kg of rubbish, which puts us in 8th place and is significantly lower than England’s average of 511kg. 

85% of your waste ends up being treated in the UK. When it's sent abroad, Surrey’s waste is treated properly, and is transported to reputable, licensed organisations with world-leading facilities. 

Help Surrey stay at the top! 

There are some simple ways to help Surrey stay one of the top counties for waste:
  • Don’t listen to what you read in the media or on packaging, instead use the Surrey Recycles search tool to find out which bins your waste should go into.
  • Keep your food waste from going smelly in the rubbish bin and use a food waste caddy to make sure it gets recycled.
  • Turn your waste into a brand-new resource by putting all your clean and dry paper, card, glass bottles and jars, metal tins and cans and plastic pots, tubs, bottles and trays into your recycling bin.

High Street Public Realm Improvements to start construction in February

The work will begin week commencing 9 February and should take approximately one year to complete. A full list of different phases and expected durations can be found on the project website: www.surreycc.gov.uk/horleytowncentre  

A compound will be set up in the High Street Car Park, which will be closed for one week. It will reopen with reduced capacity until the work is finished and the compound is removed. Please use alternative parking where possible.
