Annual Governance & Accountability Return for the year ended 31 March 2021

Sections 20(2) and 25 of the Local Audit and Accountability Act 2014 Accounts and Audit Regulations 2015 (SI 2015/234)

The audit of accounts for Horley Town Council for the year ended 31 March 2021 has been completed and the accounts have been published.

The Annual Governance & Accountability Return is available for inspection by any local government elector of the area of Horley Town Council on application to: Joan Walsh Town Clerk Horley Town Council 92 Albert Road Horley RHR 7HZ Email: - town.clerk@horleytown.com Tel: - 01293 784765 Between the hours of 10:00 am to 4 :00 pm Monday to Friday. Copies will be provided to any person on payment of £1:00 for each copy of the Annual Governance & Accountability Return.

Cafe & Tennis Courts Grand Opening

On Saturday, 11 September 2021, Horley Town Council held the grand opening of the new Café Pavilion at Horley Recreation Ground alongside the opening of the refurbished Tennis Courts.     

Town Councillors were delighted to be joined by the Mayor of Reigate & Banstead, Cllr Jill Bray and MP for East Surrey, Claire Coutinho.  The opening ceremony was officiated by Town Mayor, Cllr Samantha Marshall who delivered an eloquent and meaningful speech, advising the Town Council had reached completion of the largest capital investment project it had ever undertaken to benefit the Horley community.  She thanked everyone present for being part of such a special and momentous occasion to mark the opening of the new community facility, including the building contractors, Newlyns who were in attendance to showcase their work and were highly complimented on their expert workmanship to create such a contemporary and stylish development.

Surrey Police Engagement Survey

We would be grateful for ten minutes of your time  to take part in this short survey about engagement. We want to make sure that you can get the right information from us when you want and need it, and that this information is put where you are most likely to see it. This is your chance to have a say on what you would like to see from the Force moving forwards in terms of Engagement – whether that be in person events or social media content? Residents Forum Tuesday 23rd November @ 7PM

Horley residents are invited to attend the Residents Forum which will be held in person at the Horley Town Council Offices, 92 Albert Rd, Horley, RH6 7HZ. This is an opportunity to ask questions and raise any matters of concern with Town, Borough and County Councillors.  

Residents are asked to submit their question in advance to: town.clerk@horleytown.com 
At the meeting, each speaker may address the Panel for up to 3 minutes to ask their question.
One speaker should be nominated to represent a group.

Community Infrastructure Levy (CIL) - Smaller Community Projects for Horley
Let us Know What You Think

Horley Town Council has some funding from the Community Infrastructure Levy (CIL) and we would like your views on how this money may be spent for the benefit of the community.  The fund may be used on a very broad range of facilities such as play areas, open spaces, parks, and green spaces, cultural and sports facilities, and other community safety facilities.

Horley Lions will have their BBQ Bar on site serving Burgers, Hot Dogs, Bacon & Egg Rolls and Tea, Coffee and Canned Drinks
Community Sponsored Walk for St Barts

To raise money to reshingle and repair the spire, tower and roof of St Bartholomew’s Church, Horley’s oldest building. 

Sunday 10 OCTOBER - Starting at 2.00 pm from Trinity Oaks School (parking available)
Length of walk approximately 3 kilometres (1.8 miles) 
Bring your own refreshments - Plenty of green spaces for games and picnics en route

Join us for an afternoon of fun and friendship and help preserve the church which has been at the centre of Horley life since the 11th century

Award for the Level Up Campaign

The annual Reigate & Banstead Volunteer Awards made a triumphant return on Tuesday evening (21 September), with dozens of volunteers being recognised for their efforts to support the community.

Level Up was one of the winners of the Crisis Response award. The Level Up campaign was started by Town Councillor Martin Saunders at the start of the first lockdown. By taking in donated used equipment he was able to recycle them, allowing local children to have computers giving them access to online school lessons.

This recycling of equipment has now spread across the Borough and other volunteers have helped to overhaul donated equipment. Over 1,100 donated unwanted laptops have been gifted to disadvantaged children and teenagers

Remembrance 2021

Garden of Remembrance Rededication - 10 Nov 11:00
The Garden of Remembrance will be rededicated by the local Clergy and opened by the Chairman of the Horley Town Council at the War Memorial, Brighton Road, Horley at 11.00 o’clock.

Everyone is welcome to attend and may place their own Crosses of Remembrance in the Garden should they wish to do so.

SME Environmental Funding Opportunities & Links

Workplace Charging Scheme

A voucher-based scheme that provides support towards the up-front costs of the purchase and installation of electric vehicle chargepoints

The contribution is limited to the 75% of purchase and installation costs, up to a maximum of £350 for each socket, up to a maximum of 40 across all sites for each applicant.

Gatwick Northern Runway Consultation

Gatwick has announced the start of its public consultation on plans to bring its existing Northern Runway into routine use alongside its Main Runway.  Full consultation materials are available at www.gatwickairport.com/futureplans. The consultation will run until 1st December. Plans can be viewed at the Horley Library and there is also a Community Information bus that will be in various local locations. The bus will be in Horley on 21 October & 13 November 14:00 - 17:00 at the car park to the rear of our building at 92 Albert Road, Horley, RH6 7HZ
Horley's New Little Library

Looking for your next favourite book? Why not take a peek at Horley's Little Library which can be found in The Cafe in The Recreation Ground. (And you can get a coffee and piece of cake to keep you company!)

Currently there is a wide range of books from classics such as Lord of the Rings to Jack  Reacher to children's books such as the Moomins

You are welcome to take the books away with you and then bring them back or alternatively swap them for something else

Barclays Bank Mobile Banking Van

As a result of talks with Horley Town Council, the Barclays Bank mobile van will be coming to the High Street car park. The van will be there every two weeks to help serve their customers after the Horley branch closure.

Horley Skate Jam - Free Event

A date for your diaries, Saturday 23rd October Horley Town Council will be hosting Team Rubicom for a skateboarding event. Join us for some coaching (12 to 2PM) and a chance to showcase your skills at a fun competition with prizes (2 to 4PM) 

Open to all ages and abilities. No need to pre-book just turn up
Free Tennis Coaching

Don't forget there is free tennis coaching every Saturday from 14:45 to 16:15 (School term only) for Adult, Junior & children's tennis
