Notice of conclusion of audit

1. The audit of accounts for Horley Town Council for the year ended 31 March 2024 has been completed and the accounts have been published. 2. The Annual Governance & Accountability Return including the auditor’s certificate and opinion is available for inspection and copying by any local government elector of the area of Horley Town Council on application to:
a) Joan Walsh, Town Clerk, Council Offices, 92 Albert Road, Horley, RH6 7HZ b) Office hours 10.00 am to 4.00 pm Monday to Friday
3. Copies will be provided to any local government elector of the area on payment of £1.00 (c) for each copy of the Annual Governance & Accountability Return.

Town Council Mayor Presents Cheque to Stripey Stork
Stripey Stork, a well-established baby bank that has been serving Surrey families since 2013, has received a £1,000 grant to help expand its vital services. The charity, which provides essential items to families in need, is set to use the funds to enhance its operational capacity, particularly benefiting families in the Horley area. Over the past 18 months, Stripey Stork has supported 1,332 children in the Horley area through partnerships with local organisations, including Horley Family Centre, Manorfield Primary School, and Homestart East Surrey. These partnerships ensure that the charity reaches those who need it most, providing everything from clothing to essential baby equipment. The grant awarded to Stripey Stork is part of a broader initiative by Horley Town Council to support voluntary and community efforts within the local area. A grant is a financial award made by the Council to be used by an organisation for a specific purpose that the Council considers beneficial to the local community. As the grant award is funded by public money, applicants must meet specific criteria to ensure the money is well spent.

Metrobus route 420 extended to Horley, Gatwick South Terminal and Crawley
This summer, Metrobus is making some exciting service improvements to its network, one of which is an extension to route 420, supported by Gatwick Airport. The daily service, serving East Surrey Hospital, Redhill, Reigate, Lower Kingswood, Tadworth, Banstead and Sutton, will be extended to serve also Horley (A23), Gatwick’s South Terminal and Crawley daily. This will create many new and essential links while also further increasing the number of direct buses between Redhill, Gatwick and Crawley. The route will no longer serve Whitebushes but this area will continue to be served by route 460. All passengers can still travel on the extended service for just £2 for a single journey until the end of December 2024.

Greenspaces Survey
Reigate & Banstead Borough Council is inviting everyone who visits the borough’s green spaces to help shape a new strategy that will make sure its parks and open spaces continue to meet the needs of local people and wildlife. By launching the first phase of consultation during Love Parks Week, the Council is recognising the important role that green spaces play in people’s everyday lives, as well as the need to plan for their long-term environmental and financial sustainability. Survey closes 29 September 2024.

20 Minutes FREE Parking
Parking in Reigate & Banstead Borough Council’s three Horley car parks is free for the first 20 minutes, to help boost the vitality of the town centre. To benefit from the free period, a ticket must be obtained from a ticket machine in the car park and clearly displayed in the vehicle windscreen so that all details can be clearly seen. Ringo cannot be used for the free parking period. The car parks operating the scheme are High Street, Victoria Road and Central car parks. Football KitsAs the Premier League kicks off, look out for sellers of fake football shirts online. If the price is too good to be true, it probably is. While a fake football shirt may seem like a harmless bargain, the proceeds from counterfeit goods can often fund other criminal activity such as money laundering, forced labour and drug operations, with counterfeiting now thought to be the second largest source of criminal income worldwide after illegal drugs. Don't be caught out by sellers that knock at your door or stop you in a carpark offering mattresses for sale from the back of a van. They'll claim they are brand new or left over stock or even ex show home display mattresses. Some may be second hand wrapped in new plastic covers, or cheap ones that don’t meet strict UK fire safety rules.

Zombie Knife & Machete Amnesty
Surrey Police is taking part in a surrender and compensation scheme for zombie-style knives and machetes launched by the Government on Monday 26 August. The scheme is a one-month surrender period for owners to hand in their weapons to the police and claim compensation, which will run until 23 September. These items will be illegal to possess, sell, manufacture and transport from 24 September. Under the scheme, these items can be surrendered to police and lawful owners will be able to claim compensation for the items in most cases, if the total value of the items is more than £30. Across Surrey, three designated drop off points will be set up. They will be at: Caterham Police Station, Guildford Police Station and Staines Police Station. Items must be wrapped up and placed in a sealed bag or box and must not be carried open at any time. Once in the police station, the owner must not take the item out until requested to do so by a police officer or member of police staff.

Heritage Open Day at Reigate Town Hall - Saturday 7 September
Have you ever wondered what goes on at the Town Hall, why its red bricks are a standout, or what lies beneath the grand structure that is Reigate & Banstead Borough Council's HQ? Wonder not, because we will be opening the Town Hall to members of the public on Saturday 7 September from 10am to 1.30pm as part of Heritage Open Day. An opportunity to explore the building, get a guided tour around its many rooms, and check out both the Mayor's parlour and Members' Chamber. Entrance will be free but prior booking is required to reserve a place.

Beach's Funfair returns to Horley Recreation Ground and will be open Friday 27 - Sunday 29 September.

Horley In Bloom Seed Swap Box
Don't forget that a new Seed Swap Box has been installed at Horley Library.
You can swap and/or donate any variety of seeds.
If you do donate without swapping - please be mindful not to overwhelm the box with donations (everything must fit comfortably inside)

Redhill to Horley Travel Improvements
Surrey County Council wants to support people to use more sustainable travel options to help reach its target of being net zero by 2050.
It is investing in two schemes which it hopes will improve these travel options between Redhill and Horley. Please take a look at its proposals and have your say.
The consultation closes on 15 September 2024.

Establishing a wildflower space
If you would like to establish or have your own patch of garden that you’d like to develop, you may wish to consider planting a variety of spring or autumn flowering bulbs. Now is the time to start planning what you might like to purchase. Snowdrops are best purchased later on in the spring as they establish better ‘in the green’ (with roots and leaves) rather than as a bulb planted in autumn time. On the other hand, bulbs such as crocus, snake's head fritillary, narcissus, wood anemone, iris reticulata and tulips will benefit from autumn planting. Sowing a wildflower patch into a lawnNow is the time to buy your wildflower seed for autumn/spring sowing - especially seeds from the yellow rattle plant. It is important to buy yellow rattle seeds fresh and sow before the winter. Top tip - Yellow rattle seed doesn’t stay viable for very long so always buy towards the end of the summer from a reliable source from this year's harvest. Yellow rattle needs a period of cold to germinate so it’s best to sow around September/October time just before the first frosts. Cut the area of grass you want to sow in short, rake the ground before sowing and then gently water in. Why sow yellow rattle?Yellow rattle is an important component of any wildflower meadow. Yellow rattle reduces the grass’ vigor and ability to overwhelm many wildflowers as they grow. Although it is an annual, yellow rattle will self-sow (if left to seed) and will continue to return each year saving you money. Why sow a wildflower meadow?Sowing a mix of wildflower seed (with yellow rattle) and planting a few spring bulbs will soon create a pretty space in spring through to early summer and benefit a variety of pollinators and small birds too. You don’t need much space - dedicating 1m square of lawn will make a meaningful difference. Perennial wildflowers You can sow wildflowers from seed or buy small plug plants at a reasonable price if you hunt around. Cowslips, oxeye daisy and Red Campion are all perennial wild flowers that are the easiest to establish coming back year after year. They may also self sow. To ensure success keep your lawn at a height no lower than 10cm after plants have flowered and set seed.
