1. Be Water Wise - Wakefield Water Safety Awareness Video


Colleagues from across Wakefield including Wakefield Council, WSCP, West Yorkshire Fire and Rescue, Canals and Rivers Trust, West Yorkshire Police & Yorkshire Ambulance service, have created a film to bring home the hard hitting realities of swimming in open water.

With the help of Sam Teale Productions and local actors, three real life scenarios have been created to show you what can happen when you enter open water and the impact this has on the people you leave behind. 

In the last year alone, across the district, two young people lost their lives by drowning in open water. The total number of water fatalities in 2022, across West Yorkshire, stands at seven. 

The film focuses on three different scenarios with fatal consequences:
1) A child jumps into water following peer pressure from friends
2) A women enters the water to rescue her dog
3) A non-English speaking man enters the water after being unable to read the water safety signs advising against this.

WSCP have a dedicated water safety webpage, which contains key safety messages for children and young people about how to stay safe in and around the water, and additional advice and information about what to do if they get into difficulty. The webpage also contains resources suitable for all ages.

2. Updated Cancellation & Charging Policy for WSCP Face-to-Face Training


Wakefield Safeguarding Children Partnership (WSCP) has reviewed and updated it’s cancellation and charging policy in respect of face-to-face training. This updated policy will come into effect from 1st July 2023 and is applicable to all WSCP face-to-face training for any new bookings from this point onwards.
 
Since the recommencement of face-to-face training since the pandemic, there has been a notable rise in non-attendance without notice at WSCP face-to-face training events. WSCP face-to-face training is typically oversubscribed and although we recognise due to the nature of the work we do means urgent matters need to rightly be prioritised which can be unforeseen, the levels we have seen in unexplained non-attendance has become unacceptable. Non-attendance without prior notice results in preventing somebody else who could have attended the training from doing so, therefore it is hoped this policy is understood and supported by our services who attend WSCP face-to-face training which is of good quality, bespoke for the district and importantly free for all who work or volunteer with children and families.
 
The policy will be viewable upon booking onto a face-to-face training session via the WSCP website and will also be sent alongside confirmation of a training place directly to an attendee. To view the policy please click here

3. NEW WSCP Masterclass - Trauma: A Lifespan Perspective


During Safeguarding Week, Wakefield Safeguarding Children Partnership, Safeguarding Adults Board and Safer Communities hosted an engaging and thought provoking Masterclass on Trauma: A Lifespan Perspective.

With input from the West Yorkshire Adversity, Risk and Resilience Steering Group, Education Psychology, CAMHS, the Emotional Wellbeing Team, and Wakefield Youth Justice, attendees had the opportunity to learn more about Wakefield’s response to Trauma and its commitment to the West Yorkshire vision of becoming trauma informed and responsive by 2030.

What was covered?
Part one covers the consideration of early developmental trauma from Education Psychology, and how the Future in Minds, CAMHS team are responding to and supporting the workforce.

Part two takes a deeper dive into vulnerable groups from the Youth Justice Service and Emotional Wellbeing team with recent case studies, models and techniques as well as how to build a self-aware and resilient workforce.

4. Reminder - Important WSCP Updates

5. West Yorkshire Inter Agency Safeguarding and Child Protection Procedures - New Chapters and Updates

 
The first of two annual updates to the West Yorkshire Consortium Inter Agency Safeguarding and Child Protection Procedures are now live. There are two new chapters: a new MAPPA Protocol and Transitional Safeguarding guidance.
 
The MAPPA Protocol outlines operational management and is designed to support effective cooperation and communication between the Strategic Management Board (SMB) and partnerships and a clear understanding of responsibilities in respect of MAPPA.
 
The new Transitional Safeguarding guidance provides an overview of the key principles, children’s and adult’s services working together and highlights the importance of developmental milestones. It also provides information on adult safeguarding principles and how these should applied in transitional cases.
 
Other updates to existing policies – Child Exploitation, Agency Roles and Responsibilities and Allegations Against Persons who Work with Children – have all been refreshed to include the extension of the definition of Position of Trust within the Sexual Offences Act (2003) to include anyone who coaches, teaches, trains, supervises or instructs a child on a regular basis in a sport or religion.

6. Education Updates


Keeping Children Safe In Education
The Department for Education (DfE) has published updated statutory guidance on safeguarding for schools and colleges in England. Keeping children safe in education 2023 will replace the 2022 version of the guidance from 1st September 2023. NSPCC Learning has published a CASPAR briefing summarising updates to the guidance.

School Inspections
Ofsted has announced a set of changes to school inspections in England. New measures include: changes to inspection processes which will see inspectors return more quickly to schools graded inadequate where this is only due to ineffective safeguarding; a revised complaints procedure to make it easier for schools to raise concerns; and new wellbeing investment from the government.

Children Missing From School
The Children’s Commissioner for England has published new research examining the number of looked after children missing from education in England. Findings include: of the 50,846 school-age children in care in England in March 2022, 1,363 (2.7%) were missing from school; and unaccompanied children seeking asylum, male children, older children, children with special educational needs, and children without stable care placements were disproportionately more likely to not be in school.

7. Multi-Agency Training Dates

This course is designed to increase the participants knowledge and understanding of Working Together 2018 to Safeguard Children and other key legislation, including the West Yorkshire inter-agency procedures and local guidance. This session aims to provide employers and mangers with an introduction to the systems and procedures that are in place for responding to allegations made against people who work with children. This course is delivered by the Wakefield Council Local Authority Officer (LADO) and the WSCP Safeguarding Advisor for Education Vicki Maybin. 10. YHMAST Regional Webinar Series: Child Sexual Abuse


Yorkshire and Humber Multi-Agency Safeguarding Trainers Group (YHMAST) are delighted to be hosting these webinar events across the Yorkshire and Humber region.

All webinars will be delivered by experts from The Centre of Expertise on Child Sexual Abuse (CSA Centre), a multi-disciplinary team, funded by the Home Office, hosted by Barnardo’s and working closely with key partners from academic institutions, local authorities, health, education, police and the voluntary sector. Their aim is to reduce the impact of child sexual abuse through improved prevention and better response.

11. Ygam Training Opportunities


WSCP are working with Ygam, an award-winning charity, to offer fully funded, free online training on gaming and gambling harms in children and young people. Please see course details below:

Fully Funded CPD for Youth Facing Professionals:
This session is suitable for professionals working directly with children and young people who can deliver Ygam's resources. This includes education staff, youth workers, community volunteers and mental health specialists. Please note a minimum of 12 delegates is expected

The programme is City & Guilds assured and their resources are the winners of the Children and Young People Now PSHE Award 2020.

Learning outcomes: 
- The learner will understand why CYP might game/gamble 
- The learner will understand what is meant by gaming/gambling related harm

12. NCDV (National Centre for Domestic Abuse) Civil Orders Training


NCDV is a Community Interest Company that provides free fast legal support to those suffering domestic abuse who require a protective order. The service is available to everybody, irrespective of financial circumstances, sexual orientation, race or gender. They specialise in three types of civil domestic violence injunctions; Non-molestation Orders, Occupation Orders and Prohibited Steps Orders. 

The training covers the current definition of domestic abuse, key themes of the Domestic Abuse Act 2021, the orders NCDV can obtain and their criteria/eligibility, the benefits of the orders available, the court process and how the order is served also the many ways how you can refer someone (with their consent) to NCDV.
The training will be useful for anyone who works with or comes in to contact with those suffering domestic abuse.

Learning objectives:
  • Knowledge of the current definition of domestic abuse.
  • Awareness of the Domestic Abuse Act 2021 and it’s key themes.
  • Understanding of the orders NCDV can obtain for those suffering domestic abuse and their criteria/eligibility.
  • Awareness of Legal Aid funding and self-representing as a Litigant in Person
  • Awareness of the benefits of the orders available.
  • Understanding the civil court process in obtaining a non-molestation order and how the order is served.
  • Knowledge of the many ways how you can refer someone (with their consent) to NCDV.

15. The Will To Survive Trust


This Trust was set up over one year ago by John Scott, and fellow Trustees, and is registered with the Charity Commission.

The aims of the Trust are:
  • To raise awareness of the needs of survivors of sexual abuse, and to help support their needs, specifically focussing on the Bradford and West Yorkshire area, by the provision of information, advice and signposting to other local support services.
  • Provide financial resources through the provision of small grants to support appropriate services and activities that will help to relieve the beneficiaries’ needs, as part of established treatment and recovery plans, to assist with their journey in life.
Over the past year the Trust have been able to give a number of grants to individuals to help meet their needs, following applications from the professionals working with them.  They would like to extend awareness of what they offer, to increase the access of people to their Trust.  Please click here to take at look at Trust's website, to see how an application can be made.

The Trust would also like to increase their dialogue with services across West Yorkshire, to help widen their information base on services, types of support and on issues pertinent to the needs of survivors in West Yorkshire.

Watch the short video below which provides a simple guide to safe sleep for babies, detailing how to reduce the risk of Sudden Infant Death Syndrome (SIDS). This advice is based on strong scientific evidence and should be followed for all sleep periods, not just at night.

17. Vaping & E-Cigarettes - The Facts for Parents & Carers


Most children and young people don't vape or smoke. However, in 2022 the number of 11-17 year olds in Great Britain currently using vapes rose to 7% compared to 4% in 2020. The increase in youth vaping has coincided with the arrival on the UK market of a new category of cheap and attractive disposable vapes that have proven particular popular with children and young people and have been promoted extensively on social media.

We are asking all professionals who work with children to speak to them about the dangers of vaping and re-iterate that it is not harmless and has a number of short term effects on health whilst the long term effects are unknown. 18. Child Accident Prevention Trust - Blind Cord Safety Information


The Child Accident Prevention Trust (CAPT) are reminding parents and carers of the dangers blind cords can pose to young children. For unsuspecting parents/carers, taking an extra minute to wind the blind cord around the hook can feel unnecessary. Fitting the tensioner that came with their new blind can seem like too much of a fiddle. Or maybe they’ve inherited older blinds and there is no safety device. But, as some families have discovered to their cost, a hanging blind cord in a home with a small child can have devastating consequences.

19. Don't Bin Inhalers - Correct Inhaler Disposal Information

Wakefield Council, Wakefield District Health and Care Partnership and Renewi and are working together to explain why you shouldn’t throw inhalers away in your recycling or household waste.

Unfortunately, not many people know that inhalers should not be thrown in regular recycling or household waste. This is because, while the gas in pressurised metered dose inhalers (pMDI) is completely safe to use, it can be harmful to the environment if not disposed of correctly.

Up to 30% of propellant can be remaining in a finished inhaler cannister. The cannisters can burst in landfill and then the gas is released into the atmosphere.
Inhalers should be returned to your local community pharmacy where the cannisters can be sent to be incinerated at a temperature so high, the gas is less harmful to the environment.

The NSPCC have added six case reviews to the collection this month featuring a number of issues including criminal exploitation, harmful sexual behaviour and suicide. Click here to take a look.

Working Together to Safeguarding Children
The Department for Education (DfE) has launched a consultation on revisions to the Working Together to Safeguard Children statutory guidance for England. The consultation aims to gather views on updating Working Together to help deliver on the government’s plans to transform children’s social care set out in Stable Homes, Built on Love. It closes on 6th September 2023.

Preventing Non-Accidental Head Injuries
NSPCC Learning has launched a new online training course on preventing non-accidental head injuries for professionals working with expectant and new parents. The course aims to support professionals with: understanding the prevalence of non-accidental head injuries in babies under one; identifying the risk factors within families; recognising early warning signs that parents and carers may be struggling; and engaging with male carers.

Online Grooming
The Guardian has published a news story on the US-based National Centre for Missing and Exploited Children (NCMEC) report into online child sexual exploitation. Findings from reports to the NCMEC's CyberTipline show: the category of "Online Enticement of Children for Sexual Acts" saw an increase of  82% from 2021 to 2022. The news story discusses the general increase in online grooming worldwide on social media.
