Changes to ICBs Last week, NHS England shared a new operating model for ICBs. This follows an announcement earlier this year that all parts of the NHS, including providers and national bodies, need to reduce non-frontline spending. The operating model supports the new direction for ICBs as a strategic commissioner.
The functions the model describes as being required are:
understanding local context: assessing the needs of the population and services available
developing population health strategy: long term population health planning and strategy development
delivering the strategy: including oversight and assurance of what is purchased and whether it delivers
evaluating impact: day to day oversight of how people are using our services and monitoring how well services are doing to understand return on investment and population feedback
governance and core statutory functions: ensuring the ICB is compliant, accountable and safe.
We will now work out what this means for NHS North West London. The aim is to complete our internal process by the end of this calendar year. We will continue to keep primary care updated.
A neighbourhood health service for London
Health and care leaders across the capital have set out a bold new vision for a neighbourhood health service for London - one that delivers more joined-up, person-centred care rooted in communities. This London-wide ambition supports three essential shifts: from hospital to community care, from analogue to digital, and from treating illness to preventing it. Newly published documents – The Case for Change and The London Target Operating Model with Proposed Next Steps for Implementation – set out how this transformation will be delivered in neighbourhoods across the capital.
Utilisation and Modernisation Fund The NHS North West London Estates Team met with NHSE and are pleased to confirm that a number of practices have been provisionally approved to move to the next gateway in application to the Utilisation and Modernisation fund. This is the first stage in securing National Approval for capital works to our existing estate and a press announcement to this effect was issued by DHSC. Whilst we have secured stage one approval for a number of projects, we understand that some practices will be absent from the approved list and may be disappointed.
If your practice is not approved at this stage, please continue to work with NHS North West London as we prepare for the next round of capital allocations.

Where patients with symptoms of allergic conjunctivitis should go
Moorfields Eye Hospital are seeing a significant increase in patients with allergic conjunctivitis being sent to their emergency department.
These cases are not generally same day emergencies and in many cases can be managed in primary care. More severe or non responsive may be referred to our external disease clinic.
Significant changes to the routine childhood vaccination schedule and to the selective hepatitis B (HepB) programme are being introduced from 1 July 2025 and 1 January 2026, including the introduction of a new routine vaccination appointment at 18 months of age. Find out more details.
