Local Plan 2041

The council is preparing a new Local Plan 2041. The first stage of this was our Call for Sites (see right) and the next stage will be public consultation on an Issues and Options document. All updates will be published on our Local Plan 2041 webpage.

Call for Sites

Between April - May we invited landowners, agents, developers, community groups and others who were interested in having land considered for a range of different uses in our Local Plan 2041 to submit sites for assessment. Thank you to everyone who sent in sites.  It is not too late to submit a site – please visit our Local Plan 2041 webpage for details.

Sites proposed for consideration have been added to our submitted sites register which will be published alongside the Issues and Options document. This register will be used to inform our site assessment work as part of the Local Plan 2041. 

Statement of Community Involvement

Following public consultation from February to April, the council has formally updated its Statement of Community Involvement (SCI).

The SCI is a code of practice that shows how and when we will involve different groups, organisations and our communities when we produce our planning documents, including our Local Plan. It also sets out how we will involve people when we assess and decide on planning applications for development.

Neighbourhood Planning

We work hard to support neighbourhood planning groups across the district in preparing their neighbourhood plans and provide support for towns and parishes in achieving their vision through developing the right objectives and policies.

Since January 2020, we have experienced a number of ‘firsts’ for the district. We have had our first request for the designation of a neighbourhood forum in the parish of Shellingford, and Great Coxwell is the first in the district to start the process of reviewing their made neighbourhood plan.

Unfortunately, due to COVID, Shrivenham - which was due to go to referendum in March, had to be delayed until 2021. But we will work with the parish to undertake the referendum, as soon as it is possible to do so safely.

Also, Cumnor recently undertook their regulation 14 pre-submission consultation and they, alongside Appleton with Eaton and West Hanney, are working towards submitting their neighbourhood plans.

Housing Land Supply – our latest position

We are required by Government to demonstrate that there will be a sufficient supply of housing land in the district.

To do this, we produce an annual Housing Land Supply Statement informed by a range of information such as planning permissions, site surveys and feedback from developers.  Our current Statement demonstrates the district has a 5-year housing land supply and can be accessed on our Housing Supply statement webpage.

Government Consultations - Planning Reforms

The Government is proposing some changes to the planning system that were in the news recently:

Revised Community Infrastructure Levy (CIL) Charging Schedule

We are revising our Community Infrastructure Levy (CIL) Charging Schedule. Our current CIL Charging Schedule has been in place since November 2017. We have adopted Local Plan 2031 Part 2 since this date and there has been a change in CIL Regulations which have triggered the need to review our CIL Charging Schedule. Alongside the CIL Charging Schedule, the Developer Contributions Supplementary Planning Document will be updated.  It is anticipated that public consultation on both documents will take place in Winter 2020/21.  


Dalton Barracks Supplementary Planning Document (SPD) 

We are preparing a Supplementary Planning Document (SPD) for Dalton Barracks. The SPD will inform the masterplan for the new community planned at Dalton Barracks, and follow Garden Village principles to achieve exemplar design on the site.

The SPD will also be a material consideration in assessing future planning applications for the site.
The SPD will have a public consultation and further details will be published on our website in due course.

Oxfordshire Plan 2050

The Oxfordshire Plan 2050 team carried out the Oxfordshire Open Thought consultation over the summer. More information can be found on the Oxfordshire Plan website.

A recommended new timeline has been put forward to allow us to continue to work together across all Oxfordshire’s authorities to produce the best plan for communities in Oxfordshire.
